This research uses qualitative approach which means the subject of the research is managers of TPQ consisting of director, teachers, and coordinators. Finding of the research is that despite in Salatiga as pluralistic city, there are 120 TPQ (es) carried out professionally by Islamic scholars and applying iqra systems on learning and teaching process.
